TRAINING DEVELOPMENT

 

Training and development are central to skills development. This is aimed to develop staff to excel in their individual and organisational roles and functions. The ultimate purpose is to deliver on the strategy and support the business plan, a training and development initiatives. The main policy elements are as follows: 

  • The Organisation would provide training and development opportunities to enable staff to excel in their individual and organisational roles and functions to deliver on the strategy and in support of the business plan. 
  • The Organisation shall allocate financial resources up to 3% of Payroll Costs (excluding the Retirement benefits shortfalls) towards training and development.
  • The Organisation shall give preference to learning programmes that are based on unit standards and that lead to credits on the National Qualifications Framework or are a requirement to maintain professional registration such as the Continuing Professional Development points (CPD)
  • Training programs except seminars, conferences and workshops, will be limited to accredited institutions.
  • The attendance of any training programme, seminar, conference and workshops is subject to operational requirements as determined by the supervisor/manager.
  • Approval of overseas seminars, conferences and workshops will be dealt with in terms of the delegations of authority subject to concurrence of the Senior Manager. 
  • DWS War On Leaks Training 

    This programme was set in motion as a means of addressing the water losses country-wide which result from failing and ageing infrastructure. This matter came to a head after the Water Research Commission mandated Stellenbosch University to undertake research into water losses in the country. The study showed that the country loses up to 37% of potable water to losses due to failing infrastructure, ageing infrastructure, illegal connections, etcetera.

    As a response to this dilemma, the then President put it to the DWS to find a solution to this challenge that could not be left unattended. The idea that was born out of that directive led to the DWS looking into recruiting out of school youths to take up training as Water Agents, Artisans and Plumbers. Thus far Phase 1 trainees who were enrolled onto the programme in 2015 have successfully completed the following training:

     New Venture Creation (Water Agents and Artisans)

    Water Conservation and Water Demand Management (Water Agents and Artisans)

    Water Agent Skills Program (for Water Agents)

    Institutional Training (Artisans)
